Deputation Request Form

This form, in addition to any written submissions/background information for consideration by Council or Committee of Council, must be submitted to the Clerk no later than 12:00 p.m. on the Wednesday prior to the meeting. 

Unless otherwise advised, regular Council meetings are held on the 2nd and 4th Tuesday of each month at 7:00 p.m. at Town Hall, 124 John Street, Napanee, ON.

Rules & Regulations:

A) The rules and regulations provided in the Town's Procedural By-law No. 2008-58 shall be observed and shall direct the order and dispatch of business of the Town and shall govern all proceedings of Council and Committees of Council.

B) Persons desiring to present information orally on matters of fact or to make a request of Council or a Committee of Council shall give notice to the Clerk no later than noon on the Wednesday prior to the Council/Committee Meeting to request to be listed on the meeting agenda as a Deputation. This should include a written outline of their presentation to the Clerk in order that it is included with the agenda package for Council.

C) Persons wishing to appear as a Deputation and who are not listed on the meeting agenda may appear as a Deputation with support from the majority of the Members present.

D) Each Deputation shall be limited in speaking to not more than ten (10) minutes in total per person, per group or per organization. Extensions to these limits will be at the discretion of the Presiding Officer.

E) The Clerk may direct that a Deputation be received by a Committee for Committee consideration and recommendation to Council on a particular matter rather than addressing Council directly.

F) No person presenting a Deputation shall:

  • Speak disrespectfully of any person(s);
  • Use offensive words or unparliamentary language;
  • Speak on any subject other than the subject for which he/she received approval to address; or
  • Disobey the rules of order of a decision of the Presiding Officer (Mayor).

Personal information, including name, address, telephone number and/or email address, contained on this form is being collected and maintained under the authority of the Town of Greater Napanee’s Procedure By-law No. 2008-58 and the Municipal Freedom of Information and Protection of Privacy Act, R.S.O. 1990, c.M. 56, as amended, for the purpose of contacting individuals and/or organizations requesting to appear as a Deputation before Council or a Committee of Council. The Deputation Request Form will be published in its entirety as part of the public agenda for the relevant meeting on the Town’s website.
